Perhaps a 4X game?

We seem to be seeing a lot of games that are MFZ-related that are based around various scales. One for Mecha combat (obviously), one for Character-scope (Firebrands), one for Ship-to-ship combat (Intercept Orbit) and now one for Fighter-to-Fighter combat (Dogfight).

I'm wondering if there is room for a strategic-scope 4X game. I've been kicking this around for a couple of days and I think I've got the beginnings of a system in mind. Obviously this is a work in progress, and it needs to be fleshed out quite a bit before it is even ready for an Alpha - at present, it exists in my head as vague ideas, and now, on "paper" here as a stream-of-consciousness collection. In that spirit, please forgive potential disorganization and rambliness, but if any of you have any ideas after reading my thoughts, I'd gladly take direction.

Thus far, I've only gotten a feel for the Mission system and how they pertain to Agents. I've got a vague idea of unit construction rules (yay build queues maybe?). What I don't have yet are ship stats and combat systems. Resource management could probably do with a polish as well.

There exists a map in front of you. This map can represent a galaxy, a single solar system, or what have you. It can be organized in a hex grid, or in a freeform layout (if freeform, it's only important that "adjacency" is established, either by way of distances or player agreement).

Round Order is as such
- Mission Phase (this phase is looped until all players pass). One after another (initiative order yet to be determined) can choose to do one of the following:
- Ready a mission from their hand using an unassigned Agent from their Agent pool.
- Attempt a readied mission by making a Skill Check.
- A player can indicate that they are passing. If they pass on one iteration of this phase, they can still choose to act again on the next.
- Unit Phase (not much to go on yet. But coming soon!
- Move fleets
- Resolve Combat
- eat cake
- Status Phase
- return your Agents to your agent pool, if you like - you can choose to keep a mission on standby, just in case you need it at the ready for the next round.
- Score objectives that you qualify for.
- Repair damaged ships, etc.

Missions and Agents
You have characters or Agents (yay for having a reason to use minifigs!) that have some combination of 4 skills: Combat, Espionage, Diplomacy, and Logistics, you start with, say 3 Agents with the option to recruit more as the game progresses. You have a hand of Mission cards. During the mission phase, you plop down a Mission card from your hand face down and put a character on top of it. When a mission is attempted, the player reveals a mission of their choice, and place the character in a territory. Every mission has at least one Skill icon, and a Difficulty. A number of dice equal to the Agent's skill level in that mission's type. (for example, "Ambush" is a Combat/Espionage mission, the Agent would roll a number of dice equal to their combined Combat and Espionage skills). Some Missions have a resource cost that must be paid to resolve, or even attempt. If the number of dice that result in 5 or 6 is greater or equal to the Mission's Difficulty, it succeeds and gets resolved, otherwise the mission fails, and gets discarded (or removed from the game, depending on the mission). Missions can be foiled using other missions, etc, all depends on the mission in question. Some missions might be "Manage construction line" to progress unit construction. "Trade Negotation" to get a certain kind of resource token to spend elsewhere. "Capture a leader" to take someone's agent out of action, or "Misdirection" to make countering another one of your missions more difficult.

Resources
Territories may produce resources - I'm a little hazy on this one, but so far for different flavours of resources I have "Capital", "Influence", "Industry", and "Research" - Units may cost some combination of these, objectives may indicate that you need to spend a certain amount of resources towards the objective to qualify for them, or missions may cost resources. It's pretty up in the air still, but I'll hammer it down.

Diplomacy and Loyalty
Plantery loyalty will be a thing, where if you have the highest loyalty in the planet among the players, you're in control - if you have a military presence in the territory but don't have the highest loyalty, you can subjugate that planet.

Combat
Not even close to this yet.

Objectives
The point of the game is to reach a threshold of objective points, as given by Objective Cards, both public/communal and your own secret deck, that you qualify for. First one to score the agreed-upon threshold "wins", but really it's all about the narritive and history-building anyways...

First Draft of some mission cards (I haven't even bothered with determining difficulty of these yet - these haven't been iterated yet, so these are just concepts and ideas

- Resource Gathering

- Streamline Manufacturing - (L) - Attempt in a populated territory you control. Gain 2 Industry.
- Attend Economic Symposium - (D) - Attempt in a populated territory you control. Gain 2 Capital.
- Cultural Exhibit - (D) - Attempt in a populated territory you control. Gain 2 Influence.
- Oversee Development - (L) - Attempt in a populated territory you control. Gain 2 Research.

- Corporate Espionage - (E) - Attempt in an enemy-controlled territory. Gain 2 Research.
- Heist - (E) - Attempt in an enemy-controlled territory. Gain 2 Industry.
- Blackmail - (E) - Attempt in an enemy-controlled territory. Gain 2 Influence.
- Money Laundering - (E) - Attempt in an enemy-controlled territory. Gain 2 Capital.

- Overhaul Factory territorys - (L) - Attempt in a populated territory loyal to you. Gain 3 industry.
- Host Tech Conference (L) - Attempt in a populated territory loyal to you. Gain 3 Research.
- Regulate Financial Institutions - (D) - Attempt in a populated loyal to you. Gain 3 Capital.
- Inspire Rennaisance (D) - Attempt in a populated territory loyal to you. Gain 3 influence.

- Trade Convoy - (L) - Attempt in a populated territory. Spend 2 Influence and gain 1 Industry.
- Foster Economic Ties - (D) 0 Attempt in a populated territory. Spend 2 Influence and gain 1 Capital.
- Build Alliances - (D) - Attempt in a populated territory. Spend 2 Capital to gain 1 Influence.
- Prospect Mining - (L) - Attempt in a neutral territory or a territory you control. Spend 2 Capital to gain 1 Industry.

- Counter Missioning

- Steal Intel - (E) - Attempt in a territory under enemy control. Choose and examine a Mission card that player's hand - the player must discard that mission card.
- Subversion - (E) - Attempt after an enemy reveals an Espionage mission. The difficulty of that mission increases by 2.
- Muddy the Waters - (D) - Attempt after an enemy reveals a Diplomacy mission. The difficulty of that mission increases by 2.
- Capitalize on Beaucracy - (L) - Attempt after an enemy reveals a Logistics mission. The difficulty of that mission increases by 2.
- Incite Insurgency - (C) - Attempt after an enemy reveals a Combat mission. The difficulty of that mission increases by 2.
- Customs Inspection (L) - Attempt in a territory you control. Logistics Missions you attempt in this territory can roll an additional 2 dice.
- Internal Investigation (E) - Attempt in a territory you control. Espionage Missions you attempt in this territory can roll an additional 2 dice.
- Advance Party (D) - Attempt in a territory you control. Diplomacy Missions you attempt in this territory can roll an additional 2 dice.
- Bolster Defenses (C) - Attempt in a territory you control. Combat Missions you attempt in this territory can roll an additional 2 dice.
- Customs Inspection (L) - Attempt in a territory you control. Logistics Missions you attempt in this territory gain an additional 2 Logistics dice.
- Reconnaisance - (E) - Attempt in a territory under enemy control. Choose a mission from your Mission discard pile and return it to your hand.
- Roadblock - (E) - Attempt in a territory under enemy control. Choose an enemy mission that has yet to be attempted this round. That mission's difficulty increases by 2.
- Contingency - (L) - Attempt in a territory where an Agent you control failed a mission. You may attempt that mission again with a Difficulty of +2
- Additional Planning - (L) - Attempt in a territory where a Logistic mission is about to be attempted. Add an additional 3 dice to that mission's skill check.
- Reinforcements - (C) - Attempt in a territory where a Combat mission is about to be attempted. Add an additional 3 dice to that mission's skill check.
- Serve as Attache - (D) - Attempt in a territory where a Diplomacy mission is about to be attempted. Add an additional 3 dice to that mission's skill check.
- Think Tank - (E) - Attempt in a territory where an Espionage mission is about to be attempted. Add an additional 3 dice to that mission's skill check.

- Agent Manipulation

- Capture Operative - (C) - Attempt against an enemy agent in a territory you control. If succesful, that agent becomes captured.
- Daring Rescue - (C) - Attempt in a territory with a captured friendly Agent. rescue that agent.
- Recruitment - (D) - Attempt in a territory you control. Recruit an Agent from your Agent Reserves.
- Make an Example of Them - (C) - Attempt in a territory you control with a captured enemy Agent. Spend 3 influence to destroy that agent.
- Make an Offer - (D) - Attempt in a territory you control with a captured enemy Agent. That Agent becomes yours until the end of the game.
- Detain - (E) - Attempt in a territory with an enemy agent. that Agent does not return to the Agent pool at the end of this turn.
- Draw them out - (E) - Attempt in a territory you control. Choose an enemy agent in a player's Agent pool and place them in this territory.
- Collect Bounty - (C) - Attempt in a territory with an enemy agent. Capture that agent and move them to the closest territory you control.
- Interrogate - (C) - Attempt in a territory with a captured enemy agent. that player must reveal their hand of objective cards to you.
- Promotion - (L) - Attempt in a territory you control. Recruit an agent from your Agent Resrves.
- Use them as Bait - (E) - Attempt against a capture enemy Agent. You may move a number of units with a converted cost of X to this territory and resolve combat.


- Objective Manipulation/Scouting

- Plot the course - (LD) - Attempt in a territory you control. Draw 2 objective cards.
- Exploit their Weakness - (CE) - Attempt against an enemy agent in a territory you control. That Agent's player must reveal 2 objective cards from their hand to you.
- Ambush - (CE) - Attempt against an enemy agent. That Agent's player must reveal 2 objective cards from their hand to you. Place one of the cards to the bottom of their objective deck.
- Covert Scouting - (E) - Attempt in a territory under enemy control. That player must reveal the top 3 objective cards from their deck to you. You may place them back in any order.
- Plan Ahead - (L) - Attempt in a territory you control. You may examine the top 3 cards from your objective cards and place them back in any order.
- Hedge your Bets - (L) - Attempt in a territory you control. Draw 4 objective cards. Place two of those cards on the bottom of the objective deck.

- Construction / Research

- Safe Haven - (LD) - Attempt in a territory you control. Deploy 2 units up to a cost of X from your build queue into this territory.
- Coordinate Deployment - (L) - Attempt in a neutral territory or a territory loyal to you. You may deploy up to 2 units from slot 1 of your build queue.
- Address Delays - (L) - Attempt in a territory you control. Place units costing up to the resource production of this territory into the build queue.
- Redouble Efforts - (L) - You may choose up to 2 units in your construction queue and move them one slot along the queue.
- Research and Development - (L) - Attempt in a territory you control. Place 2 units with a build time up to X into your build queue.
- Oversee Project - (L) - Attempt on a Project token in a territory you control. Remove 1 counter from that project.
- Cause Delays - (E) - Attempt on an enemy project token. Add 2 counter to that project.

- Projects

- Factory Construction - (L) - Attempt in a territory you control. Place a Factory Project token into this territory with X counters.
- Dreadnaught Construction - (L) - Attempt in a territory you control. Place a Dreadnaught Project token into this territory with X counters.
- Outpost Construction - (L) - Attempt in a territory you control. Place an Outpost Project token into this territory with X counters.
- Starbase Construction - (L) - Attempt in a territory you control. Place a Starbase Project token into this territory with X counters.

- Territory Loyalty

- Incite Uprising - (E) - Attempt in a territory your enemy controls. Remove 1 Loyalty of that faction from that territory.
- Give Regional Aid - (D) - Attempt in a territory. Gain 1 Loyalty in that territory and 1 loyalty in an adjacent territory.
- Lead Discrediting Campaign - (DE) - Attempt in a territory where an enemy has loyalty. Remove 1 loyalty of a faction of your choosing in that territory.
- Show Display of Power - (C) - Attempt in a territory with your units. Spend 3 influence and gain 2 loyalty in that territory.
- Distribute Propoganda - (D) - Attempt in a territory you control that has enemy loyalty. Remove 1 loyalty of a faction of your choosing in that territory.
- Inspire Rebllion - (D) - Attempt in a territory loyal to an enemy. Gain 1 in that territory.
- Quell Uprising - (C) - Attempt in a territory you control. Gain 1 Loyalty in that territory.
- Open Negotiations - (D) - Attempt in a neutral territory. Gain 1 Loyalty in that territory.
