Because of it smaller size (more akin to an exoskeleton than a full on frame), the Goblin "frame" serves primarily as fire rescue or law enforcement. The Blue Goblins are a specialized force that originated from those in law enforcement who aided on the battlefield.

Blue Goblin Frame (Dragon Armor) - This is a nonstandard goblin frame. This specialized speedy close combat armor was designed for it in the battle of Kimares Vidar (because of the planets massive hive like tunnels), it was in this battle that blue goblins proved themselves to be the most formidable fighting unit. This was due to their smaller size and urban / close quarters training)
